Basesheet currently uses 18 California county services: Alameda, Contra Costa, Fresno, Los Angeles, Marin, Monterey, Orange, Placer, Riverside, Sacramento, San Bernardino, San Diego, San Francisco, San Joaquin, Santa Barbara, Santa Clara, Sonoma, Ventura.

County layers

Alameda County

LayerAlameda County Parcel Boundaries
PublisherAlameda County Information Technology Department (ArcGIS Online org AlamedaCounty.CA.US)
CoverageAll of Alameda County (about 490,000 parcels)
Data vintageParcel boundaries with current Assessor roll attributes, maintained by Alameda County ITD
TermsCounty of Alameda standard disclaimer: dynamic data, not a legal survey, no warranty, County not liable for use. Public county open data, no token.

REST endpointhttps://services5.arcgis.com/ROBnTHSNjoZ2Wm1P/arcgis/rest/services/Parcels/FeatureServer/0
Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, native SR Web Mercator; reprojects on request (2227 and 2229 tested). APN is the unpadded printed form book-page-parcel[-subparcel], e.g. '2-91-2' or '48-5597-3-1' (PrintParcel is identical). Zero-padded input such as '002-0091-002-00' returns nothing, so strip leading zeros from each part and drop a trailing '-00'/'-0' sub-parcel. APN_SORT is the padded sort key ('002 009100200': 3-digit book, space, 4-digit page, 3-digit parcel, 2-digit sub-parcel). SitusAddress is the full situs line including city and ZIP ('1225 FALLON ST OAKLAND 94612'); SitusStreetNumber/SitusStreetName/SitusUnit hold the parts and SitusCity the situs city. MailingAddress* fields are the owner mailing address. No owner name, legal or plat fields; LatestDocument_Prefix + LatestDocumentSeries give the latest recorded document (e.g. 2000-071033).

Contra Costa County

LayerContra Costa County Assessment Parcels (CCMAP)
PublisherContra Costa County Department of Information Technology GIS (gis.cccounty.us)
CoverageAll of Contra Costa County (about 388,000 parcels)
Data vintageCCMAP public parcel layer with current Assessor roll attributes
TermsContra Costa County: for informational purposes only; parcel boundaries are approximate and not a legal survey; verify with the County Assessor. Public, no token.
Fieldsparcel number (parcel_dashes, APN); site address (full_address_search); deed reference; legal description

REST endpointhttps://gis.cccounty.us/arcgis/rest/services/CCMAP/Assessment_Parcels_ArcPro/MapServer/0
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer behind the county's public Parcel Viewer; native SR Web Mercator, reprojects on request (2226 and 2229 tested). APN is 9 digits with no dashes ('373163001'); parcel_dashes is the printed 3-3-3 form ('373-163-001'); APN_CHECK is a separate check digit, not part of the APN. full_address_search is the situs street line (number + street, space padded; just the street name when the parcel has no number); full_address_display adds ', CITY'; s_city is the situs city (S_CTY_ABBR is a 5-letter code such as 'MRTNZ'). N_* fields and full_n_address / N_CTY_ST are the owner mailing address. No owner name field. DESC_ is a short assessor legal description; C_DED_NBR / C_DED_DT are the last deed document number and date (YYYYMMDD). assr_url links the assessor map PDF. The Assessor folder on the same server requires a token; this CCMAP layer does not.

Fresno County

LayerFresno County Parcels (County GIS hosted layer)
PublisherCounty of Fresno GIS (gisprod10.co.fresno.ca.us, item 'Parcels' on the county portal gisportal.co.fresno.ca.us)
CoverageAll of Fresno County (about 303,000 parcel polygons)
Data vintageCounty GIS hosted parcel layer (roll_year field is mostly blank or placeholder)
TermsPublic item on the County of Fresno GIS portal with no license or use-limitation text attached; the county states it does not publish ownership information online. No token.
Fieldsparcel number (apn, apn12)
Not publishedowner names, deed references, plat references
REST endpointhttps://gisprod10.co.fresno.ca.us/server/rest/services/Hosted/Parcels/FeatureServer/0
Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer on the county's own ArcGIS Enterprise, native SR Web Mercator; reprojects on request (2228 and 2229 tested). apn is the assessor number without dashes, usually 8 characters but with letter suffixes on some parcels ('46609401T', '01503017ST'; printed 466-094-01T). apn12 is the 12-digit padded form ('466094001000'). Try apn with dashes stripped first, then apn12. agency_cod is a jurisdiction code (e.g. CY county, FR, CL), not a situs city. Fields are only fid, apn, apn12, agency_cod, active_dat, roll_year: no situs, owner, deed or legal attributes. The same server has an attributed FC_PARCEL_SELECT MapServer (owner names, site address) that backs the county permit system; it is not used here because the county says ownership is not provided online and that layer carries no public-use statement.

Los Angeles County

LayerLos Angeles County Parcels (Assessor)
PublisherLos Angeles County Enterprise GIS (public.gis.lacounty.gov), data from the Office of the Assessor
CoverageAll of Los Angeles County (about 2.4 million parcels)
Data vintageAssessor parcel layer, current roll (refreshed periodically by LA County eGIS)
TermsCopyright: Los Angeles County Office of the Assessor. Publicly served by LA County eGIS, no token.

REST endpointhttps://public.gis.lacounty.gov/public/rest/services/LACounty_Cache/LACounty_Parcel/MapServer/0
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer, native SR Web Mercator; reprojects to State Plane on request. AIN is the 10-digit assessor ID with no separators, e.g. '5161004909'; APN is the same number dashed 4-3-3, e.g. '5161-004-909'. Users usually type the dashed form, so try APN with dashes and AIN with digits only. SitusAddress is the street line ('500 W TEMPLE ST'); SitusFullAddress adds city/state/ZIP. SitusCity carries a trailing ' CA' ('LOS ANGELES CA'), so strip it for display. No owner name field (LA County does not publish owners in this layer). No deed or plat book fields; Assr_Map holds the assessor map reference.

Marin County

LayerMarin County Parcels (MarinMap BaseMap)
PublisherCounty of Marin GIS / MarinMap (gis.marinpublic.com), geometry from the Marin County Assessor
CoverageAll of Marin County (about 96,000 parcels)
Data vintageCounty parcel geometry updated monthly (4th Monday) with unsecured-roll attributes
TermsMarin County GIS disclaimer: as-is, no warranty, not survey precise, county assumes no liability; users asked to report errors to GISProjects@marincounty.gov. Public, no token.

Not publisheddeed references, plat references
REST endpointhttps://gis.marinpublic.com/arcgis/rest/services/BaseMap/Basemap/FeatureServer/13
Last verified2026-10-20 with a live point and parcel-number query

FeatureServer layer 13 ('Parcel') of the county BaseMap service; native SR EPSG 2872 (CA zone 3 ftUS HARN); reprojects on request (2226 and 2229 tested). Prop_ID is the APN in dashed 3-3-2 form ('179-270-11'); undashed input returns 0, so insert dashes. SitusFormatted is the situs street line (trailing space); SitusFormattedCity is 'street, CITY'; Jurisdiction is the city or unincorporated area the parcel lies in (not a postal city), so city_field is left empty. PublicOwnerNameStandard is filled only for publicly owned parcels (about 4,200, e.g. 'COUNTY OF MARIN') and empty for private owners. No deed, plat or legal fields. The county also publishes a geometry-only copy on ArcGIS Online (services6.arcgis.com/T8eS7sop5hLmgRRH/arcgis/rest/services/PARCEL1/FeatureServer/0, APN field 'Parcel', same disclaimer). The server returns HTTP 403 to the default Python-urllib User-Agent (python-requests, curl and browser UAs get 200), so send an explicit User-Agent.

Monterey County

LayerMonterey County Parcels (Land Records)
PublisherCounty of Monterey Information Technology GIS (maps.co.monterey.ca.us)
CoverageAll of Monterey County (about 124,000 parcels)
Data vintageCounty GIS parcel layer with Assessor attributes and land-use overlays (Last_Modified per record)
TermsCounty of Monterey GIS disclaimer: provided AS IS, no warranties; GIS data will be inconsistent with the official assessment roll; use at user's own risk. Public, no token.

REST endpointhttps://maps.co.monterey.ca.us/server/rest/services/Land_Records/Parcels/FeatureServer/0
Last verified2026-10-20 with a live point and parcel-number query

FeatureServer, native SR EPSG 2228 (CA zone 4 ftUS); reprojects on request (2229 tested). APN is 12 digits with no dashes ('002244099000'); APN_FORMAT is the dashed 3-3-3-3 form ('002-244-099-000'). Printed APNs often omit the trailing '-000', so append it when only 9 digits are given. No situs address field and no owner field. City is the incorporated city name or blank/unincorporated (a jurisdiction, not a postal situs city), so city_field is left empty; Jurisdiction and Community are also available. Legal_Description holds the assessor legal ('RIKERS ADD TO SALINAS POR LOTS E F G & H BLK 6'); Subdivision is often the literal string 'None'. Current_Document_Number is the latest recorded document (trailing spaces). Many overlay attributes (zoning, flood, fire hazard, coastal zone) are included.

Orange County

LayerOrange County Parcels With Attributes (OC Public Works open data)
PublisherOC Public Works / OC Survey Geospatial Services (ocgis.com), listed on the OCPW open data hub as 'Parcels With Attributes'
CoverageAll of Orange County (about 988,000 legal-lot records carrying assessor attributes)
Data vintageUpdated nightly from the OC Survey landbase and Assessor roll
TermsOCPW open data item 'Parcels With Attributes', described as public parcel attribute data; no license text or agreement attached. Publicly served, no token.
Fieldsparcel number (AssessmentNo); site address (SiteAddress); deed reference; plat reference; legal description; subdivision
Not publishedowner names
REST endpointhttps://ocgis.com/arcpub/rest/services/LegalLotsAttributeOpenData/FeatureServer/0
Last verified2026-10-20 with a live point and parcel-number query

FeatureServer, native SR EPSG 2230; reprojects on request (2229 tested). Geometry is LEGAL LOTS joined to assessor attributes, not one outline per APN: a parcel spanning several recorded lots returns one polygon per lot (APN '008-067-47', Santa Ana City Hall, returns 10), so union all features for an APN to draw the parcel. Condos are stacked identical polygons covering the whole lot. AssessmentNo keeps dashes: regular parcels are 3-3-2 ('008-067-47'), condo/unit APNs 3-2-3 ('930-45-060'); undashed input ('00806747') returns nothing, so insert dashes. SiteAddress is the situs street line (often null on public property); SiteCityState is the situs city (no state despite the name); MailAddress is the owner mailing address. 'Name' is the lot/block label ('1 / C'), not an owner; there is no owner field. DocNum is the recorded map book/page (e.g. 'MM 203/5-20', or '<MAP>' when unknown); MapNum is the tract ('TR 5438'); DocRefNo is the latest recorded document number (12 digits, year first). Same server also publishes an assessor-outline layer at Map_Layers/Parcels/FeatureServer/0 (ASSESSMENT_NO, SITE_ADDRESS only) as a fallback.

Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, native SR Web Mercator; reprojects on request (2226 and 2229 tested). Apn is dashed 3-3-3-3 ('001-032-034-000'); undashed input returns 0 and printed APNs often omit the trailing '-000', so format as BBB-PPP-PPP-000 (or match LIKE 'BBB-PPP-PPP%'). FormattedSitus1 is the situs street line, FormattedSitus2 is 'CITY CA ZIP' (no separate city field). No owner, deed or legal fields. Do NOT switch to the richer 'County Parcels - Public View' service in the same org: its layer metadata says 'Terms of Use: INTERNAL - PLACER COUNTY EMPLOYEES ONLY' even though the item is shared publicly.

Riverside County

LayerRiverside County Parcels CREST (Assessor parcels with roll attributes)
PublisherRiverside County Information Technology (RCIT) GIS, data from the County Assessor
CoverageAll of Riverside County (about 847,000 parcels; right-of-way and river polygons removed)

Last verified2026-10-20 with a live point and parcel-number query

MapServer layer 50 (PARCELS_CREST) in the OpenData/Assessor service; native SR EPSG 2230, reprojects on request (2229 tested). APN is a 9-digit string with no dashes, e.g. '215372014' (printed 215-372-014); dashed input returns 0, so strip dashes. SITUS_STREET is the site street line; CITY is the situs city name (SITUS_CITY is city+state+ZIP, e.g. 'RIVERSIDE CA 92501'); MAIL_STREET / MAIL_CITY are the owner mailing address. No owner name field is published here despite the layer description listing PRIMARY_OWNER. MAP_BOOK_PAGE is the recorded map reference (RECORDER_MAP_TYPE + BOOK/PAGE, e.g. 'MB 7/34'; types AM assessor map, CM condo map, MB map book, PM parcel map, RS record of survey). FLAG marks special parcels (PI possessory interest, condos, mobile homes). Layer 40 (PARCELS) is the same geometry with only APN/FLAG and includes ROW polygons. The server returns HTTP 403 to the default Python-urllib User-Agent (python-requests, curl and browser UAs get 200), so send an explicit User-Agent.

Sacramento County

LayerSacramento County Parcel Boundaries (Assessor/GIS)
PublisherSacramento County Department of Technology GIS (mapservices.gis.saccounty.gov)

REST endpointhttps://mapservices.gis.saccounty.gov/ArcGIS/rest/services/PARCELS/MapServer/3
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer 3 ('Parcel Boundaries, Level 16-20') in the PARCELS service; native SR EPSG 2226 (CA zone 2 ftUS), reprojects on request (2229 tested). Three APN forms are stored: APN_DASH '002-0143-017-0000' (3-4-3-4, zero padded), APN10 '0020143017' (book-page-parcel, no sub-parcel) and PARCEL_NUMBER '00201430170000' (14 digits). Users often type the short printed form 002-0143-017, so pad and try APN10 first if no 4-digit suffix is given. SITUS_ADD1 is the situs street line, SITUS_ADD2 is 'CITY, CA ZIP', CITY is the situs city; MAIL1/MAIL2/MAIL_CITY are the owner mailing address. NAME/OWNER/CARE_OF_NAME all read 'OWNER OF RECORD' (owners withheld), so no owner field is mapped. RECORDED_DOCUMENT_LABEL is the latest recorded document as 'YYYYMMDD.O.R.page' (e.g. '20181214.O.R.1377'). SUBDIVISION holds the subdivision code ('S281008'), SUB_NAME its name, LOT the lot. Layer 8 (Active GIS Parcel Base) has the same schema. The county open data portal also hosts a slimmer copy at services1.arcgis.com/5NARefyPVtAeuJPU/arcgis/rest/services/Parcels/FeatureServer/0 (field APN = 14-digit form, explicit CC public domain license).

San Bernardino County

Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, native SR Web Mercator; reprojects on request (2229 tested). ParcelNumber is the 9-digit book-page-parcel with no dashes, e.g. '013511117' (printed 0135-111-17; the 4-digit trailing sequence of the full 12-digit APN is not included). Dashed input returns 0, so strip dashes and drop any trailing '-0000'. PageMap is the 6-digit assessor book+page ('013511'). No situs address or situs city field (Jurisdiction is the city/unincorporated name, usable as a fallback place label). OwnerName is present but every record reads 'Protected Per CA Gov Code 7928.205', so it is not mapped. No deed, plat or legal fields.

San Diego County

LayerSan Diego County Assessor Parcels (public-use, redacted)

Last verified2026-10-20 with a live point and parcel-number query

MapServer layer, native SR EPSG 2230 (CA zone 6 ftUS); reprojects on request (2229 tested). APN is the 10-digit assessor number with no dashes, e.g. '5335900100' (printed form is 533-590-01-00); APN_8 is the first 8 digits (book-page-parcel, '53359001'). Users who type 533-590-01-00 need dashes stripped. Condos and possessory-interest records (APNs starting 760 etc.) are stacked duplicate polygons on the same footprint, so a point query can return many features (12 at the County Administration Center, 161 at a condo tower); prefer the record with ACREAGE set / lowest stacking or match by APN. No single situs string: the address is split into SITUS_ADDRESS (house number, integer), SITUS_PRE_DIR, SITUS_STREET, SITUS_SUFFIX, SITUS_POST_DIR, SITUS_SUITE, SITUS_ZIP, so situs_field is left empty and must be assembled. SITUS_JURIS is a 2-letter jurisdiction code ('SD' = City of San Diego, 'CN' = unincorporated), not a city name. Owner names are redacted in this public layer; no deed, plat or legal fields. Do not label the drawing as SanGIS-sourced at large scales without the 'derived from' wording (SanGIS asks not to be cited as sole source below 1:24,000).

San Francisco County

LayerSan Francisco Active Parcels (DataSF, pulled daily)
PublisherCity and County of San Francisco, SFGIS (ArcGIS Online org sfgov); source dataset DataSF acdm-wktn (Public Works basemap + Assessor roll)

Data vintagePushed to ArcGIS Online daily by SFGIS from DataSF (Public Works recorded-parcel basemap since 1995)
TermsOpen Data Commons Public Domain Dedication and License (PDDL 1.0). Public, no token.

Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, native SR Web Mercator; reprojects on request (2227 and 2229 tested). The APN is block+lot: blklot is the unique APN, 4-digit block + 3-character lot, no separator ('0787001' = block 0787 lot 001; lots can carry letters, e.g. '0306T002A'). Users often write '0787-001' or '0787/001', so strip separators and zero-pad the block to 4 digits. Condominium units share one 2D footprint: each unit is a separate stacked record and mapblklot is the lowest APN in the set (about 72,700 records have blklot != mapblklot), so a point query on a condo building returns many features; dedupe by mapblklot to draw the lot once. No single situs string: from_address_num / to_address_num give the address range with street_name + street_type. No owner, deed or legal fields; pw_recorded_map marks parcels on the recorded-map basemap and in_asr_secured_roll marks roll parcels. Includes zoning_code / zoning_district from Planning.

San Joaquin County

Hosted FeatureServer, native SR EPSG 2227 (CA zone 3 ftUS); reprojects on request (2229 tested). APN is 8 digits with no dashes ('14916014', printed 149-160-14); dashed input returns 0, so strip dashes. LINK is a 9-digit variant with an extra digit ('149160014'). APN is not unique: some APNs have several polygons (multi-part parcels), so union all features for an APN. FULL_ADDRESS is the full situs line including city, state and ZIP ('44 N SAN JOAQUIN ST STOCKTON CA 95202'); SITUSCITY is a 2-4 letter code ('ST' = Stockton, 'UN..' = unincorporated areas), not a city name. MAILING_ADDRESS / MAIL* fields are the owner mailing address; CAREOF is a care-of line (often the agency for public parcels), not the owner name, so no owner field is mapped. No deed, plat or legal fields.

Hosted FeatureServer, native SR EPSG 2229 (CA zone 5 ftUS); reprojection tested to 2228. APN is dashed 3-3-3 ('029-121-022'); undashed input returns 0, so insert dashes. Situs1 is the situs street line, Situs2 is 'CITY, CA ZIP', SCity the situs city. LAYER classifies each record ('Ground', 'Condo First Floor' ... 'Condo Ninth Floor', 'Mobile Home', 'Cabin', 'Basement', 'Island', 'Right of Way (Private)'); condo floors are stacked over the ground parcel, so for a base plan prefer LAYER = 'Ground'. DocNum is the latest recorded document number. No owner, legal or plat fields; BkPgLnk links the assessor map page. The layer was digitized from assessor map pages in the late 1990s and rubber-sheeted, so positional accuracy varies.

Situs_Address_Full is the full situs line including city, state and ZIP ('70 W HEDDING ST SAN JOSE CA 95110'); there is no separate situs city field (AGOL_Situs_Search is a search helper without the direction). Document_Number is the last recorded document number (space-padded). No owner, legal or plat fields. The County's own mapservices.sccgov.org SCCProperty service was unreachable (TLS certificate for another host, then 404) on the test date, so this Planning-hosted copy is used.

FeatureServer, native SR EPSG 2226; reprojects on request (2229 tested). APN keeps dashes in 3-3-3 form ('180-030-012'); undashed input returns 0, so insert dashes. SitusFormatted1 is the situs street line, SitusFormatted2 is 'CITY ST'; POCity is the situs postal city name, while SitusCity is a short code ('SR' = Santa Rosa). Type distinguishes regular parcels ('PCL') from other records. CurrentDocNum is the current recorded document ('1964R2083514'). No owner, legal or plat fields. Geometry is georeferenced from AP map pages of varying accuracy (RANK/DESCRIPTION fit notes are documented but not exposed here); not for boundary interpretation. Share-alike applies if the drawn parcel lines are redistributed as data; attribute 'County of Sonoma' on sheets.

Hosted FeatureServer, native SR Web Mercator; reprojects on request (2229 tested). APN is 9 digits with no dashes ('083006132'); APN10 is the 10-digit form with the trailing suffix digit ('0830061325', the attributed county copy calls it APN_SUFFIX). Printed APNs are dashed (e.g. 083-0-061-325), so strip dashes and try the first 9 digits against APN, all 10 against APN10. Fields are only APN, APN10, LAT, LON: no situs, owner, deed or legal attributes. The county's own server also exposes an attributed copy (maps.ventura.org/arcgis/rest/services/SDs/Parcels/FeatureServer/0, with SITUS, DOC_NR, TRACT) but it is not published as open data and the Assessor restricts roll attributes, so it is not used here.

How to use it

Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.

Basesheet uses this to draw the parcel line on a base plan for any California address, with LiDAR contours, soils, flood zones and wetlands.
