Free parcel data in Louisiana
Louisiana has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 5 Louisiana county services: Calcasieu, East Baton Rouge, Lafayette, Orleans, St. Tammany.
County layers
Calcasieu County
| Layer | Calcasieu Parish Parcels (Hub layer) |
|---|---|
| Publisher | Calcasieu Parish Police Jury GIS (lak-dc-arcgis2.cppj.net) |
| Coverage | All of Calcasieu Parish (about 168,000 parcels) |
| Data vintage | Police Jury parcel layer for its open data hub, joined to assessor and zoning attributes (item updated mid-2026) |
| Terms | Public, no token; no license or use constraints stated on the service or item |
| Fields | parcel number (ASSESSMENT, PIN); site address (PHYSICALAD); owner (NAME); legal description |
| Not published | deed references, plat references |
| REST endpoint | https://lak-dc-arcgis2.cppj.net/arcgis/rest/services/HubLayers/Parcels/FeatureServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
FeatureServer on the Police Jury's own ArcGIS Server, published for its open data hub. ASSESSMENT is the 8-digit zero-padded assessment number, e.g. '00567973'; PIN is the assessor parcel number with dashes and internal blank padding, e.g. '061008-0677- -0006', so match it exactly or with LIKE. PHYSICALAD is the situs without city; ADDRESS1/ADDRESS2 are the owner mailing address. DESCRIPTIO is a fixed-width assessor legal block that embeds deed book/page references (REF1.. B 1955 P 557). ZONE/Zn_Descr carry parish zoning from a spatial join. Several OBJECTID_n columns are join leftovers.
East Baton Rouge County
| Layer | East Baton Rouge Tax Parcels 2026 |
|---|---|
| Publisher | City of Baton Rouge / Parish of East Baton Rouge GIS (EBRGIS ArcGIS Online org), Assessor data |
| Coverage | All of East Baton Rouge Parish (about 205,800 parcels) |
| Data vintage | 2026 Assessor tax parcels (updated annually) |
| Terms | Public, no token; item licence text 'For public use'; EBRGIS / EBR Assessor's Office |
| Fields | parcel number (ASSESSMENT_NUM, PRONO); site address (PHYSICAL_ADDRESS); owner (OWNER); legal description; subdivision |
| Not published | deed references, plat references |
| REST endpoint | https://services.arcgis.com/KYvXadMcgf0K1EzK/arcgis/rest/services/Tax_Parcels_2026/FeatureServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
Hosted FeatureServer in the consolidated City-Parish's 'East Baton Rouge GIS Map Portal' ArcGIS Online org. Use this instead of maps.brla.gov Cadastral/Tax_Parcel/MapServer/0: that service returns zero features for any outFields=* query (its SALE_YEAR field breaks the response). ASSESSMENT_NUM is the dashed assessment number, e.g. '012-9624-8'; PRONO is the same digits as an integer (1296248). PHYSICAL_ADDRESS has no city. LEGAL_DESCRIPTION contains CR/LF line breaks. LOT, BLOCK and WARD_SECTION are present; no deed or plat book fields. The service name carries the tax year, so expect a Tax_Parcels_2027 next year.
Lafayette County
| Layer | Lafayette Parish Parcels with CAMA Data |
|---|---|
| Publisher | Lafayette Consolidated Government GIS (maps.lafayettela.gov), assessor CAMA join |
| Coverage | All of Lafayette Parish (about 117,000 parcels) |
| Data vintage | LCG parcel fabric joined to Assessor CAMA, rebuilt periodically (last build 2026 at verification) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (ASMNTNUM, ASSMT_NUM); site address (PROPERTY_LOCATION); owner (OWNERS); legal description; subdivision |
| Not published | deed references, plat references |
| REST endpoint | https://maps.lafayettela.gov/arcgis/rest/services/MGO/MGOParcelsService/FeatureServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
FeatureServer layer used by LCG's MGO permitting app; answers point queries in well under a second. ASMNTNUM is the bare assessment number, e.g. '6000180'; ASSMT_NUM is the same with a 'PAR-' prefix ('PAR-6000180'). PROPERTY_LOCATION is free text, sometimes a block range ('800 BLK SAINT JOHN ST,') with a trailing comma, and has no city. OWNERS lists all owners joined by ',,'; MAIL_LINE1 holds the first owner name. PROPERTY_TRANSACTIONS lists instrument numbers with dates, not book/page. The sibling BaseLayers/LCG_Parcels_with_CAMA_Data_View service has the same data plus Plat_num but takes ~40 s per outFields=* query, so it was not used.
Orleans County
| Layer | Orleans Parish Assessor Parcels (Parcels_To_Join) |
|---|---|
| Publisher | City of New Orleans GIS (consolidated city-parish, maps.nola.gov), Orleans Parish Assessor parcel geometry |
| Coverage | All of Orleans Parish (about 163,600 parcels) |
| Data vintage | Assessor parcel geometry published for tabular joins (current) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (PARID, GEOPIN) |
| Not published | owner names, deed references, plat references |
| REST endpoint | https://maps.nola.gov/server/rest/services/Assessor/Parcels_To_Join/MapServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer whose only attributes are GEOPIN and PARID ('Parcel geometry that contains GEOPIN and PARID to allow for tabular joins'). PARID is the Assessor's address-style parcel key, house number plus squeezed street name, e.g. '6124-MILNEBL', '1725B-STANDREWST' ('29208-SQUARE' for whole-square government parcels), so it doubles as a rough situs; GEOPIN is the 8-digit GIS parcel number as an integer (41200970). No owner, situs or legal fields. The richer layer at gis.nola.gov/arcgis/rest/services/LGIM/TaxParcelQuery/MapServer/0 (owner, situs, 9-digit TAXBILLID) answers fine in a browser or curl but gis.nola.gov does not send its intermediate TLS certificate, so Python requests fails with CERTIFICATE_VERIFY_FAILED; it was therefore not used. Assessor/Landbase_Layers/MapServer/0 on this host has GEOPIN plus situs parts (SITUS_NUMBER, SITUS_STREET, SITUS_TYPE) if an address is needed.
St. Tammany County
| Layer | St. Tammany Parish 2025 Parcels |
|---|---|
| Publisher | St. Tammany Parish Government GIS Division, from St. Tammany Parish Assessor's Office data |
| Coverage | All of St. Tammany Parish |
| Data vintage | 2025 Assessor roll, delivered annually (service last updated 10/21/2025) |
| Terms | Public records, no token; (c)2025 St. Tammany Parish Assessor's Office and Parish Government; standard no-warranty disclaimer, for general mapping and planning |
| Fields | parcel number (REID, Assessment_Num, LegacyID); site address (Physical_Address1); owner (Owner_Name); legal description |
| Not published | deed references, plat references |
| REST endpoint | https://maps.stpgov.org/server/rest/services/Referenced_Layers/2025_Parcels/MapServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer. The parish publishes one service per tax year (Referenced_Layers/2024_Parcels, 2025_Parcels); when a 2026_Parcels service appears, update the url. REID is the assessment number as a string, e.g. '55236'; Assessment_Num is the same value as an integer; LegacyID is the older 10-digit parcel id ('1128133223'). Physical_Address1 has no city or zip. Owner_Name can contain double spaces. Lot_No, Block_No and Subd_Phase are present; no deed or plat book fields.
How to use it
- QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the
final
/0), then add the layer. Filter to your area before exporting. - ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
- Direct query: append
/query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojsonto get the parcel at a point. - CAD: see getting a parcel into AutoCAD or Civil 3D.
Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.
Basesheet uses this to draw the parcel line on a base plan for any Louisiana address, with LiDAR contours, soils, flood zones and wetlands.
