Free parcel data in Missouri

Missouri has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 7 Missouri county services: Clay, Greene, Jackson, Jefferson, St. Charles, St. Louis, St. Louis City.

County layers

Clay County

LayerClay County MO Parcels (ClayCountyParcelService)
PublisherClay County, Missouri GIS (ArcGIS Online account 'clayco_gisadmin')
CoverageAll of Clay County, Missouri (incl. the Clay County part of Kansas City)
Data vintageHosted county parcel service (item modified 2026-08-14)
TermsPublic, no token; Clay County MO GIS hosted layer, no license text on the item
Fieldsparcel number (parcel_id, prop_id); site address (situs_display); owner (current_owner); legal description
Not publisheddeed references, plat references
REST endpointhttps://services7.arcgis.com/3c8lLdmDNevrTlaV/arcgis/rest/services/ClayCountyParcelService/FeatureServer/0
Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer (native SR ESRI 102698, MO West ftUS). parcel_id is a 14-digit string with no separators ('15114000303300'); prop_id is the numeric assessor property id (265809, integer, no quotes). situs_display embeds a CRLF and state ('101 E KANSAS ST \r\nMO '), so take the text before the line break, or build it from situs_num + situs_street_prefx + situs_st_name + situs_street_sufix. situs_city is often empty. The county's own server gis.claycountymo.gov returned Cloudflare error 525 at verification.

Greene County

LayerGreene County MO Parcels (Assessor IasWorldParcel5)
PublisherGreene County, Missouri Assessor (greenecountyassessor.org)
CoverageAll of Greene County (about 124,000 parcels)
Data vintageAssessor iasWorld extract; sales through Aug 2026 present at verification
TermsPublic, no token; (c) Greene County Mo, no license text on the service
Fieldsparcel number (PARID, DPIN, PIN); site address (PropAdr); owner (OWN1); deed reference; legal description; subdivision
Not publishedplat references
REST endpointhttps://greenecountyassessor.org/arcgis/rest/services/IasWorldParcel5/MapServer/0
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer (native SR 3857). PARID is 10 digits with no separators ('1313303009'); DPIN is the dashed form ('13-13-303-009'); PIN is PARID with an '88' county prefix ('881313303009'). PropAdr is the situs street ('940 N BOONVILLE AVE') and L_CITYNAME the situs city. CAUTION: ADRNO/ADRDIR/ADRSTR/CITYNAME are the OWNER MAILING address, not the situs. BOOK/PAGE are the latest deed reference (newer ones use a year in BOOK and an instrument number in PAGE, e.g. '2015' / '04590515'). The assessor publishes many near-duplicate services; ParcelPolygon2 and CountyParcelsNEW answer where-queries but returned nothing for spatial queries at verification, so use this one.

Jackson County

LayerJackson County MO Parcels (ParcelViewer/ParcelsAscendRelate)
PublisherJackson County, Missouri GIS Department (jcgis.jacksongov.org)
CoverageAll of Jackson County, incl. most of Kansas City, Independence, Lee's Summit
Data vintageLive parcel fabric behind the county Parcel Viewer (edited continuously)
TermsPublic, no token; Jackson County MO GIS Department, no license text on the service
Fieldsparcel number (Name, parcel_id); subdivision
Not publishedowner names, deed references, plat references
REST endpointhttps://jcgis.jacksongov.org/arcgis/rest/services/ParcelViewer/ParcelsAscendRelate/MapServer/1
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer id 1 (not 0), from the county parcel fabric (native SR ESRI 102698, MO West ftUS). Name is the DASHED parcel number, e.g. '29-240-06-01-00-0-00-000'; parcel_id is the same 17 digits with no dashes ('29240060100000000'). No situs address, owner, legal or deed fields on this layer (the viewer joins them from the Ascend assessment system). RecordName/CartogNote hold the subdivision/addition name ('MC GEE'S ADD'). Situs addresses are in ParcelViewer/ParcelsPointsAscendBackup/MapServer/0 (address points keyed by ADDPTKEY = Name). Status is 'Active' or 'Pending'.

Jefferson County

LayerJefferson County MO Tax Parcels
PublisherJefferson County, Missouri Department of the County Assessor, GIS Division (ArcGIS Online org jeffcomo)
CoverageAll of Jefferson County, Missouri
Data vintageAssessor parcels, refreshed regularly (DateOfData 2026-10 at verification)
TermsPublic, no token. Assessor 'User Agreement' shown in its viewer is a no-warranty/as-is disclaimer only (no use or redistribution limits); cadastral map is informational per 2 CSR 90-65.080
Fieldsparcel number (ParcelID, parcel, formatted_parcel); site address (Situs); owner (owner_name); deed reference; plat reference; legal description
Not publishedNothing; owner, deed and plat references are all included
REST endpointhttps://services1.arcgis.com/Ur3TPhgM56qvxaar/arcgis/rest/services/Tax_Parcels/FeatureServer/2
Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, layer id 2 (0/1 are lot numbers/lines). ParcelID is 14 digits, sometimes 16 for split parcels ('17200302001029', '1720030200300201'); parcel is identical; formatted_parcel is dashed with decimals and a trailing dot ('17-2.0-03.0-2-001-029.'). Situs ends with the ZIP ('300 1ST ST 63050') and is empty for some parcels. CityDesc is the city taxing district (e.g. 'Hillsboro'), not a postal city, so city_field is empty. deed_document/plat_document hold combined refs ('P001-0038'). An older org (services1.arcgis.com/Sfc8glAOQGBwsYa4, 'JeffersonCountyMO') returns 'Token Required' / subscription disabled; use this one.

St. Charles County

LayerSt. Charles County Parcels (hosted, updated daily)
PublisherSt. Charles County Department of Information Systems, GIS Services (ArcGIS Online org 'stcharlescounty')
CoverageAll of St. Charles County
Data vintageAssessor parcels, hosted copy updated daily
TermsPublic, no token; St. Charles County no-warranty disclaimer ('as is', reference only, not for survey)
Fieldsparcel number (Parcel_ID, Account); site address (SiteAddress); owner (Owner); deed reference; legal description; subdivision
Not publishedplat references
REST endpointhttps://services1.arcgis.com/YuFpgTDhSxjvnQtm/arcgis/rest/services/Parcels/FeatureServer/2
Last verified2026-10-20 with a live point and parcel-number query

Hosted FeatureServer, layer id 2 (not 0). Parcel_ID is the long dashed form with a decimal suffix, e.g. '6-009D-B068-00-0001.0000000'; users often type it without the '.0000000' tail, so try LIKE '6-009D-B068-00-0001%'. Account is the 10-character assessor account ('005520A000'). SiteAddress is situs street with a trailing space ('201 N 2ND ST '). Municipality is the jurisdiction ('City of St Charles', 'Unincorporated'), not a postal city, so city_field is empty. BookPage1 is the deed book-page of the most recent sale ('00980-000554'); BookPage2..4 are earlier sales. The county's own server gis.sccmo.org sits behind a Cloudflare challenge; gis-dev.sccmo.org/scc_gis/rest/services/open_data/Tax_Information_o/FeatureServer/2 serves the same schema as a fallback.

St. Louis County

LayerSt. Louis County Parcels (AGS_Parcels)
PublisherSt. Louis County, Missouri GIS Service Center (maps.stlouisco.com)
CoverageAll of St. Louis County (excludes the independent City of St. Louis)
Data vintageCurrent Assessor roll (TAXYR 2026 at verification)
TermsPublic, no token; St. Louis County GIS with standard no-warranty disclaimer
Fieldsparcel number (LOCATOR, PARENT_LOC); site address (PROP_ADD); owner (OWNER_NAME); deed reference; legal description; subdivision
Not publishedplat references
REST endpointhttps://maps.stlouisco.com/hosting/rest/services/Maps/AGS_Parcels/MapServer/0
Last verified2026-10-20 with a live point and parcel-number query

MapServer layer (native SR ESRI 102696, MO East ftUS). LOCATOR is the 9-character parcel locator with letters, e.g. '18K311064' (also written 18K-31-1064); PARENT_LOC is the parent locator (same as LOCATOR except for condo units). PROP_ADD is situs street ('41 S CENTRAL AVE'). MUNICIPALITY is the municipality/unincorporated name, not a postal city ('CLAYTON', or 'UNINCORPORATED'). DEEDBKPG is a combined deed 'book-page' string ('18416-0234'); ASRBKPG is an assessor map book/page, not a deed. This is St. Louis County (FIPS 29189), not St. Louis City (29510); geocoders using BASENAME call both 'St. Louis'.

St. Louis City County

LayerCity of St. Louis Parcels (St_Louis_Parcels)
PublisherCity of St. Louis (independent city; county-equivalent) GIS, maps6.stlouis-mo.gov
CoverageAll of the City of St. Louis (about 134,000 parcels)
Data vintageCurrent City parcel layer with Assessor attributes
TermsPublic, no token; City of St. Louis GIS, no license text on the service
Fieldsparcel number (HANDLE, ParcelId, LowerAsrParcelId); site address (SITEADDR); owner (OWNERNAME); deed reference; legal description
Not publishedplat references
REST endpointhttps://maps6.stlouis-mo.gov/arcgis/rest/services/St_Louis_Parcels/MapServer/0
Last verified2026-10-20 with a live point and parcel-number query

Independent city, a county-equivalent (Census FIPS 29510, NAME 'St. Louis city', BASENAME 'St. Louis'). Geocoders that return BASENAME will say 'St. Louis', the same as St. Louis County (29189), so match on the FIPS or full NAME. HANDLE is the 11-digit city parcel handle ('10207000011'); ParcelId is the Assessor 11-digit id ('02079011000' = city block 0207, parcel 9011, suffix 000); LowerAsrParcelId is its 8-digit form ('02079011'); CityBlock/Parcel are numeric parts. SITEADDR is situs street with runs of spaces ('1200 MARKET ST '), so normalize whitespace before matching. No situs city field (all are St. Louis). RecBookNum/RecPageNum are often null (newer deeds use RecDailyDate/RecDailyNum). Legal continues in LegalDesc2..5. A lighter layer with tax-year attributes is Livedatabase/AssessedValue3/MapServer/0 but it was slow (timed out) at verification.

How to use it

Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.

Basesheet uses this to draw the parcel line on a base plan for any Missouri address, with LiDAR contours, soils, flood zones and wetlands.
