Free parcel data in Oregon

Oregon has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 6 Oregon county services: Clackamas, Deschutes, Lane, Marion, Multnomah, Washington.

County layers

Clackamas County

Oregon Metro RLIS regional layer covering all of Clackamas, Multnomah and Washington counties (rural areas included, not just inside the UGB); hosted FeatureServer layer id 3, native EPSG:2913 (OR North ft intl, HARN); reprojects on outSR. COUNTY holds 'C', 'M' or 'W' for the source county; because the same layer serves three counties, add COUNTY = 'C' to APN where clauses (Multnomah and Washington accounts share the 'R'+digits pattern). TLID is the county map-and-taxlot ID in that county's own format; PRIMACCNUM is the primary Assessor account; ALTACCNUM a secondary account where one exists. SITEADDR / SITECITY / SITEZIP are situs; JURIS_CITY is the jurisdiction. Ownership names are deliberately excluded (OWNERTYPE / PUBLIC_OWN give only the owner class). ORTAXLOT is the statewide ORMAP taxlot key; for Washington County it often holds a placeholder value, so do not rely on it there. Data refreshed quarterly from the county assessors (last data update 2026-07-17; layer edited 2026-08-26). Clackamas TLID is map number, a space, then a 5-digit taxlot ('32E05C 00812'); PRIMACCNUM is the 8-digit zero-padded account ('01507952') with no 'R'.

Deschutes County

MapServer layer (native Web Mercator), reprojects on outSR. This layer is a join, so every field name is table-qualified ('Taxlot_Assessor_Account.TAXLOT', 'dbo_GIS_MAILING.OWNER'); use the qualified names in where clauses and when reading attributes. TAXLOT is the 13-character map+taxlot with no spaces, e.g. '171232AA06300' (T17 R12 sec 32 AA, taxlot 06300); ACCOUNT_ID is the Assessor account ('103228'). A taxlot with several accounts appears once per account (112k rows over 109.5k taxlots). Address is the situs street ('1300 NW WALL ST'), City/Zip the situs city and ZIP; M_* fields are mailing. Block and Lot are separate. Fallback with unqualified names but geometry and taxlot ID only: https://maps.deschutes.org/arcgis/rest/services/OpenData/LandFD/MapServer/2 (TAXLOT field).

Lane County

MapServer layer 2, native EPSG:2914 (OR South ft intl, HARN); reprojects on outSR. MAPTAXLOT is the 13-character map+taxlot with no spaces, e.g. '1703311110000' (township 17, range 03, section 31, quarter 11, taxlot 10000); MAPNUMBER and TAXLOT are its parts. ACCTNO and PROPACCT are the 7-digit zero-padded account ('0258630'); right-of-way polygons carry '000None'. No situs address on the taxlot layer: layer 0 'Address (Site)' on the same service has concat_address, city_name and maptaxlot for joining. OWNNAME is the owner name; ADDR1..3/OWNERCITY are mailing. ZONING, UGB, GEOCITY and many district fields are included. Layer minScale 20000 only affects drawing.

Marion County

MapServer layer (native Web Mercator), reprojects on outSR. TAXLOT is the 13-character map+taxlot with no spaces, e.g. '073W27AB00800' (T7S R3W sec 27 AB, taxlot 00800); TAXLOTNS is the same; TAXACCT is the numeric account as text without the 'R' ('589038'). SITUS is the street ('100 HIGH ST NE'); SITUSCSZ holds situs 'CITY, OR, ZIP' in one string, so no city_field (CITY is the city jurisdiction). INSTNUM is the last recorded instrument number (reel+page style, e.g. '46940110') with INSTTYPE and INSTDATE. BLOCK and LOT are separate. Condominium units are stacked polygons over the common-element lot, so a point can return a unit (TAXLOT ending 9xxxx) rather than the base lot. REFLINK and MAPLINK point to the Assessor summary and map PDF.

Multnomah County

Multnomah TLID is fixed-width with embedded spaces and a dash ('1S1E02BC -07200'); users usually know the property ID 'R176816' (PRIMACCNUM) or the account 'R366700260' (ALTACCNUM), so try PRIMACCNUM, then ALTACCNUM, then TLID.

Washington County

How to use it

• QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the final /0), then add the layer. Filter to your area before exporting.
• ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
• Direct query: append /query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojson to get the parcel at a point.
• CAD: see getting a parcel into AutoCAD or Civil 3D.
