Free parcel data in Pennsylvania
Pennsylvania has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 13 Pennsylvania county services: Allegheny, Berks, Bucks, Butler, Centre, Chester, Dauphin, Delaware, Lancaster, Montgomery, Northampton, Philadelphia, York.

MapServer layer, geometry plus ids only: no situs address, owner, deed or plat fields. PIN is the 16-character lot-and-block id with no separators, e.g. '0002E00251000000' (block 2-E, lot 251); MAPBLOCKLOT is the short display form '2-E-251'. Users often type '2-E-251' or '0002-E-00251-0000-00': strip dashes and pad to match PIN. MUNICODE is the municipality code (102 = Pittsburgh Ward 2).

Layer id is 2. PIN is the 12-digit map PIN with no separators, e.g. '530783706997' (shown as 5307-83-70-6997); PROPID prefixes the 2-digit tax district ('07530783706997'). FULLSITEADDRESS is the situs with a trailing space ('112 N 5TH ST '), trim before matching. MUNI / MUNICIPALNAME is the municipality; SITEADDRESS_CSZ is a combined city-state-zip. Older 'Berks_County_Parcels_Public' service in the same org is superseded.

PARCEL_NUM is dashed text 'MM-BBB-LLL', e.g. '08-008-335' (municipality-block-lot); condo/sub-lots add a suffix. ADDRESS is the situs without city and sometimes without a house number; MUNICIPALITY is the township/borough, not a postal city. No deed/plat fields. NOTE the non-commercial clause in the license.

MapServer layer on PASDA, not the county. DPIN is the compact display parcel id 'DDD-M-PPP', e.g. '563-9-209'; PIN is the same id space-padded to fixed width ('563- 9- 209-0000'), so match on DPIN. Paddr1 is the situs street address ('108 N MAIN ST'); Paddr3 is 'BUTLER PA 16001' style city/state/zip of the property, not split out. DistrictDe is the municipality name. Instruno is the deed instrument number (no book/page). Data is 2023, so recent splits are missing; the per-county layers on the PA_Parcels statewide service are older still.

MapServer layer 9 of OpenData. TAXIDNUM is stored with odd comma separators, e.g. '32-101-,096-,0000-' (municipality-map, parcel, sub-parcel); users write it 32-101-096-0000, so normalize by removing ',' and comparing digits, or use LIKE '32-101-%096-%'. LOCATION holds only the house number ('307'), so it is not a usable situs. No owner, deed or address fields. Centre is in the PA North State Plane zone (EPSG 2271).

UPI is the dashed Uniform Parcel Identifier 'MM-M-PPP', e.g. '1-9-123' (same as PIN_COMMON). PIN_ASMNT is the padded assessment form '0109 01230000'. Multi-polygon parcels exist (POLY_PER_PARCEL > 1), so merge results. LOC_ADDRESS is the situs ('17 N HIGH ST'); MUNI is a numeric municipality code, no postal city. ADDR1-3 are owner mailing address. NOTE the NonCommercial license.

PID is dashed 'MM-BBB-LLL', e.g. '03-001-061' (municipality 03 = Harrisburg); CAMA_PID is the 15-digit padded form ('030010610000000'). No single situs field: house_numb + prefix_dir + street_nam + street_suf, with '0' used as a null placeholder in the direction/suffix fields. last_name holds the owner or organization name; address1/city/zip are owner mailing, not situs. MUNICIPALI is the municipality name. The county's own server gis.dauphincounty.org was unreachable (TLS error) on the test date.

PIN (= MAPID) is the map-based id 'MM-BB-PPP:SSS', e.g. '26-04-593:000'. PARID is the 11-digit folio number stored as a double (26000011400), so query it without quotes; folios users quote from the assessment site are this number. A PIN can return several polygons (multi-part parcels), so merge results. ADRCAT is the situs ('0 E BALTIMORE PK'); MUNICIPALI is a numeric municipality code. LEGAL2/LEGAL3 hold the building description and lot dimensions. No owner/deed fields.

ACCOUNT is the 13-digit tax account number, e.g. '3329402710001' (starts with the 3-digit DISTRICT '332'); strip dashes from user input. PIN is the coordinate-based GIS id '332-2372940-260727-1-0001'. OLD_PIN is the legacy district/map/block/lot. ADDRESS is the street without house number in some records; HOUSE_NO holds the number. OWNER_CITY is the owner mailing city, not situs. DEED_BK_PG is a combined book/page or instrument string ('6436656'). SUBPLAN holds the subdivision plan number.

Layer id is 6, not 0. TAXPIN is the 12-digit parcel number with no separators, e.g. '130021836003' (displayed as 13-00-21836-00-3); strip dashes before matching. ALT_ID is the block/unit form ('13025 006'). LOCATION1 is the full situs ('43 E MAIN ST'); Muni_Name is the municipality, not a postal city. ADDR1-3 are the owner mailing address.

MapServer layer 0 (layer 1 is parcel lines). PARCEL_ID is map-block-lot separated by single spaces, e.g. 'L9NE3D 15 3'; CAMA_ID pads it with the municipality/school code ('L9NE3D 15 3 0310'). LOCATION is the situs with a trailing space ('82 N 4TH ST '). DEED is a combined instrument/book reference ('2015-1 184095'). MUNI is a numeric code; MAIL_ADDRESS_* is owner mailing. OWNERS_HIDENAME flags suppressed owner names.

brt_id is the 9-digit OPA (Office of Property Assessment) account number most users have, stored as text, e.g. '782273400'. parcel_id is the PWD parcel id as text ('480565'); pin is the numeric DOR PIN (1001295858), no quotes. One polygon can carry several OPA accounts (num_brt > 1); brt_id holds one of them. address is the full situs string ('1400 JOHN F KENNEDY BLVD'); no city field (all Philadelphia). No deed/plat fields. The DOR_Parcel layer in the same org (legal registry parcels) has the same geometry but no OPA number.
York County

MapServer layer. PIDN is the 13-digit parcel id with no separators, e.g. '0100101002400'; it is the concatenation of DISTRICT ('01'), BLOCK ('001'), MAP ('01') and PARCEL ('002400', = PARCEL_MAJOR '0024' + PARCEL_MINOR '00'). Strip punctuation from user input before matching. PROPADR is the situs ('28 E MARKET ST'); MAIL_ADDR_* is the owner mailing address.
How to use it
- QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the
final
/0), then add the layer. Filter to your area before exporting. - ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
- Direct query: append
/query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojsonto get the parcel at a point. - CAD: see getting a parcel into AutoCAD or Civil 3D.
Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.
