Free parcel data in South Carolina
South Carolina has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 7 South Carolina county services: Beaufort, Berkeley, Charleston, Dorchester, Horry, Spartanburg, York.
County layers
Beaufort County
| Layer | Beaufort County Parcels (EnerGov service) |
|---|---|
| Publisher | Beaufort County GIS (gis.beaufortcountysc.gov), Assessor GisFile attributes |
| Coverage | All of Beaufort County |
| Data vintage | County parcel layer joined to the Assessor GIS file (current roll) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (GisFile_PIN, ParcelPIN, GisFile_AIN); site address (GisFile_SitusAddre); owner (GisFile_Owner1); deed reference; legal description |
| Not published | plat references |
| REST endpoint | https://gis.beaufortcountysc.gov/server/rest/services/EnerGov/MapServer/1 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer 1 of the county's EnerGov service (also feeds the permitting system). GisFile_PIN (same as ParcelPIN) is the TMS PIN with single spaces between groups, e.g. 'R120 003 000 0097 0000' (district letter R/H etc., then 3-3-3-4-4 digits); it is stored only in that spaced form, so a run-together 'R12000300000970000' will not match. GisFile_AIN is the numeric assessor account as a string ('205860'). GisFile_Book/GisFile_Page are the last sale's deed book/page. GisFile_City/State/ZIP belong to the mailing address; GisFile_AreaName is an assessor neighborhood, not a city. Hosted/AddressParcels/FeatureServer/1 is a partial (~39,000 parcel) copy and was not used. First query after idle can be slow; retry.
Berkeley County
| Layer | Berkeley County Parcel Lines (internet map) |
|---|---|
| Publisher | Berkeley County GIS (gis.berkeleycountysc.gov) |
| Coverage | All of Berkeley County (about 123,000 parcels) |
| Data vintage | County internet-map parcel layer with assessor attributes (current roll) |
| Terms | Public, no token; (c) Berkeley County GIS, no license or use constraints stated |
| Fields | parcel number (O_TMS, ParcelID); site address (GIS_Address); owner (OwnerName); deed reference; plat reference |

Layer 4 'Parcel Lines' (inside the 'Parcels' group layer 3) of desktop/internet_map MapServer; the same layer is in API/internet_map_with_api. O_TMS is the 10-digit TMS with no dashes, e.g. '1421203036'; ParcelID is the dashed form '142-12-03-036'; O_TMS_NODASH exists but is empty. GIS_Address is the situs (no city); StreetAddress1/City/StateProvince/Zip are the owner mailing address. Plat is a cabinet reference like 'CAB Q - 209C'.
Charleston County
| Layer | Charleston County Parcels with CAMA Attributes |
|---|---|
| Publisher | Charleston County GIS (gisccapps.charlestoncounty.org), Assessor-maintained parcels |
| Coverage | All of Charleston County (about 198,000 parcels) |
| Data vintage | Assessor parcels joined to current CAMA (recordings through late September 2026 at verification) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (PID, PARCEL_ID); owner (OWNER1); deed reference; plat reference; legal description; subdivision |
| Not published | Nothing; owner, deed and plat references are all included |
| REST endpoint | https://gisccapps.charlestoncounty.org/arcgis/rest/services/CDC/CDC_ParcelMap/MapServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer ('Parcels with cama attributes', published for the county's CDC). PID is the 10-digit TMS number with no separators, e.g. '4120000008' (printed as 412-00-00-008); PARCEL_ID is the same value space-padded to 32 characters. Situs address is split across PROP_ST_NO, PROP_ST_NAME and PROP_TYPE (all space-padded) with PROP_CITY as the situs city, so there is no single situs field; concatenate and trim. DEED_BOOK_PAGE looks like 'E107-183', PLAT_BOOK_PAGE like ' AE-129 '. The county's public viewer layer (GIS_VIEWER/External_GIS_Website/MapServer/7) has the same parcels and owner/deed data but no situs address.
Dorchester County
| Layer | Dorchester County Parcels (Parcel_PUBLIC) |
|---|---|
| Publisher | Dorchester County, South Carolina GIS (maps.dorchestercounty.net), Assessor public CAMA join |
| Coverage | All of Dorchester County, SC (about 80,000 parcels) |
| Data vintage | County parcel fabric linked to the Assessor's public CAMA data (edited through 2026) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (PARCELNO, TMS13, FULL_TMS, TMS, ACCOUNTNO); site address (PROPERTY_LOCATION); owner (OWNER); deed reference; plat reference; subdivision |
| Not published | Nothing; owner, deed and plat references are all included |
| REST endpoint | https://maps.dorchestercounty.net/server/rest/services/General_Data/Parcel_PUBLIC/MapServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer. The parcel number appears in several forms: PARCELNO / TMS13 13 digits run together ('1370305001000'), FULL_TMS / FULL_PARCELNO dashed with suffix ('137-03-05-001.000'), TMS dashed without suffix ('137-03-05-001'); ACCOUNTNO is the assessor account ('R0021355'). PROPERTY_LOCATION is the situs with a trailing space and no city; MAILING_ADDRESS/CITY_STATE_ZIP are the owner's. DEED is 'book-page' zero padded ('000065-138'); PLAT is a short code ('A_28'). Host is dorchestercounty.net (the SC county's GIS server), not the Maryland county. Native SR is 2273 (SC State Plane, international ft).
Horry County
| Layer | Horry County Parcels (County GIS parcel app) |
|---|---|
| Publisher | Horry County Government GIS (www.horrycounty.org) |
| Coverage | All of Horry County (about 302,000 parcel features, including condo units) |
| Data vintage | County parcel layer joined to Land Records / assessor data (current roll) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (PINtext, TMS, PIN); owner (OwnerName); deed reference; legal description |
| Not published | plat references |

TransferBook/TransferPage are the last deed book/page.
How to use it
- QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the
final
/0), then add the layer. Filter to your area before exporting. - ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
- Direct query: append
/query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojsonto get the parcel at a point. - CAD: see getting a parcel into AutoCAD or Civil 3D.
Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.
Basesheet uses this to draw the parcel line on a base plan for any South Carolina address, with LiDAR contours, soils, flood zones and wetlands.
