Free parcel data in South Dakota
South Dakota has no single free statewide parcel layer we could verify, but many counties publish their own. Basesheet currently uses 2 South Dakota county services: Minnehaha, Pennington.
County layers
Minnehaha County
| Layer | Minnehaha County Parcels (outside Sioux Falls) |
|---|---|
| Publisher | Minnehaha County GIS / Equalization (gis.minnehahacounty.gov) |
| Coverage | Minnehaha County outside the City of Sioux Falls only (about 23,000 parcels: small cities such as Brandon, Hartford, Dell Rapids, Garretson, and the townships). Sioux Falls city parcels are maintained by the City and are not in this layer. |
| Data vintage | County parcel layer with assessor attributes, edited continuously (edits through October 2026) |
| Terms | Public, no token; no license or use constraints stated on the service |
| Fields | parcel number (TAG, MAP_ID, MRRDID); site address (FULL_ADDRESS); owner (MRTNM1); legal description; subdivision |
| Not published | deed references, plat references |
| REST endpoint | https://gis.minnehahacounty.gov/minnemap/rest/services/Parcels/MapServer/0 |
| Last verified | 2026-10-20 with a live point and parcel-number query |
MapServer layer 'County Parcels' (same data as MinnEmap/Cadastral/MapServer/0, which allows 2000 records). TAG is the 15-digit parcel tag with no separators, e.g. '012319426006000'; MAP_ID is the dashed form '01-23-19-426-006-000'; MRRDID is the assessor record id ('11142'). FULL_ADDRESS is the situs (blank on many rural parcels); NWLOCN/NWPRED/NWLOCS/NWSTYP are its space-padded parts. MRTNM1/MRTNM2 are owner names and MRTADR/MRTCTY/MRTSTATE/MRTZPC the owner mailing address. SUBDIVISION is a numeric code; ADDITION is the plat name. Assmnt_Year is the year the parcel record was created, not the roll year. The server returns 403 to requests with no User-Agent and occasionally drops a connection; retry. No deed or plat book fields.
Pennington County
| Layer | Pennington County Tax Parcels (RCPC Open Data) |
|---|---|
| Publisher | Rapid City / Pennington County GIS (gis.rcgov.org), county Equalization parcel fabric |
| Coverage | All of Pennington County (about 54,800 parcels) |
| Data vintage | Parcel fabric with Equalization attributes, rebuilt 2026 |
| Terms | Public open data, no token; no license or use constraints stated on the service or item |
| Fields | parcel number (PIN, TaxID); site address (PropAddress); owner (GranteeLastName); deed reference; legal description; subdivision |
| Not published | plat references |
| REST endpoint | https://gis.rcgov.org/server/rest/services/OpenData/TaxParcels/FeatureServer/0 |

FeatureServer from the joint Rapid City-Pennington County GIS office's open data folder. PIN is the 10-digit parcel number as text, e.g. '3701252018'; TaxID is the integer tax account (64570). PropAddress is the situs without city; Civil holds the municipality/township name. Owner is split into GranteeLastName (whole name for entities), Grantee1stName, Grantee2ndName; GranteeFullAddr/GranteeCity/GranteeZip are the owner mailing address. GranteeInstBook/GranteeInstPage are the vesting deed book/page (GranteeInstDate is MMDDYY text). Subdivision and LotNumber are space-padded.
How to use it
- QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the
final
/0), then add the layer. Filter to your area before exporting. - ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
- Direct query: append
/query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojsonto get the parcel at a point. - CAD: see getting a parcel into AutoCAD or Civil 3D.
Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.
Basesheet uses this to draw the parcel line on a base plan for any South Dakota address, with LiDAR contours, soils, flood zones and wetlands.
