Free parcel data in Utah
Yes. Utah publishes a free statewide parcel layer: Utah Statewide Parcels (Basic Parcels), from Utah Geospatial Resource Center (UGRC, formerly AGRC). Coverage: All 29 counties. It's a public ArcGIS REST service with no API key or login.
The layer
| Layer | Utah Statewide Parcels (Basic Parcels) |
|---|---|
| Publisher | Utah Geospatial Resource Center (UGRC, formerly AGRC) |
| Coverage | All 29 counties |
| Data vintage | Per-county snapshots (ParcelsCur field); most counties 2026, Daggett/San Juan mid-2025, Millard Dec 2025, Sanpete reports 2015 |
| Terms | Public, provided as-is; attribution: Utah Geospatial Resource Center and county recorders/assessors |
| Fields | parcel number (PARCEL_ID, ACCOUNT_NUM); site address (PARCEL_ADD) |
| Not published | owner names, deed references, plat references |
| REST endpoint | https://services1.arcgis.com/99lidPhWCzftIe9K/arcgis/rest/services/UtahStatewideParcels/FeatureServer/0 |
| Last verified | 2026-10-19 with a live point and parcel-number query |
Notes for GIS users
County values are names without spaces (SaltLake, BoxElder, SanJuan). PARCEL_ID formats differ by county (Salt Lake 14 digits, Utah County 9). Roads/ROW are not parceled, so a point on a street returns 0 features. Attributes are basic only (no owner name); per-county LIR layers under the same org carry more.
How to use it
- QGIS: Layer > Data Source Manager > ArcGIS REST Server, add a connection with the service URL (the endpoint above without the
final
/0), then add the layer. Filter to your area before exporting. - ArcGIS Pro: Add Data > Data From Path, paste the endpoint.
- Direct query: append
/query?geometry=LON,LAT&geometryType=esriGeometryPoint&inSR=4326&spatialRel=esriSpatialRelIntersects&outFields=*&f=geojsonto get the parcel at a point. - CAD: see getting a parcel into AutoCAD or Civil 3D.
Assessor parcel lines are for taxation and are often 5 to 50 ft off the legal boundary. Why.
Basesheet uses this to draw the parcel line on a base plan for any Utah address, with LiDAR contours, soils, flood zones and wetlands.
